Elon Musk, CEO of Tesla, a U.S. electric vehicle company, has expressed his approval for a bill that regulates the stability of artificial intelligence (AI) from the early stages of development.
Musk posted on his social media (SNS) X on the 26th (local time) and said, “Considering everything, I think California should probably pass the SB 1047 AI Safety Bill.”
“This is a difficult decision, and some people may get angry,” Musk said. “I have defended AI regulation as if it regulates all products and technologies that have potential risks for more than 20 years.”
The SB 1047 bill proposed in the California Senate requires AI developers to disclose their large language model (LLM) decision-making process.
The bill was proposed with the aim of making AI safer and more responsible by setting strict guidelines to ensure transparency of algorithms from the early stages of AI development.
In particular, with the rapidly developing AI function, ethical issues, personal information protection, and potential threats to public safety and security have emerged, voices have been raised that AI should be regulated at the model level.
“Without proper human control, future AI advances have the potential to pose new threats to public safety and security, including enabling the manufacture and proliferation of weapons capable of mass destruction such as biology, chemistry, and nuclear weapons and cyberattack,” the California Senate said of the legislative purpose.
“The state should recognize the benefits of this technology while avoiding the most serious risks, and play an essential role in ensuring that academic researchers and startups, as well as large corporations, have access to AI innovation and computing,” he said.
U.S. media, including Politico, pointed out that if the bill is passed, the xAI currently operated by Musk could also be subject to strong regulations.
The latest AI chatbot Grok-2 developed by xAI and released in beta (test) version on X has been controversial for its image generation function.
Local media pointed out that X is overflowing with deepfakes (composite images) and violent and explicit images of celebrities created by Grok 2.
Politico said xAI’s Grok “raised the level of warning against misinformation and deep fakes flooding this social media platform X.”
