
Taiwan’s Democratic Progressive Party authorities have defined China as an “external hostile force” and announced comprehensive measures to respond to China’s threat of penetration, and China has decided to issue a temporary electronic pass to Taiwanese residents.
On the 20th, the Immigration Bureau announced in a notice posted on its website that it would implement two measures to provide convenience to residents of Hong Kong, Macau, and Taiwan.
The two measures are the issuance of a temporary 7-day electronic pass, and the linkage of pass and residence card.
Regarding the issuance of temporary electronic passes, he explained, “Hong Kong, Macau, and Taiwan residents are suffering from ‘travel inconvenience’ due to loss, damage, and micro-landing of their passes on the mainland. Currently, if they lose or do not have a pass when using a flight or train, they must issue a tributary certificate from an immigration agency under a local public security agency.”
He added, “The issuance of temporary electronic passes can ensure that Hong Kong, Macau, and Taiwan residents do not interfere with normal travel.”
Regarding the link between the pass and the residence card, he said, “You can apply online to the government’s business service platform or submit a tributary application to a public security agency above the current level across the country.”

Residents of Hong Kong, Macau, and Taiwan who work, travel, study, and get a job in the mainland may experience inconvenience due to the lack of linkage between the two evidential documents such as pass and residence cards when doing business such as finance or the Internet.
The move is interpreted as aimed at the recent announcement of measures hostile to China by authorities of Taiwan’s Democratic Progressive Party.
Since convening a national security meeting on the 13th, Taiwanese President Lei Ching-de has defined China as a “hostile force” and announced the so-called “five major national security and unified front threats and 17-point response strategies” aimed at China.
Specifically, the Taiwanese authorities have decided to restore the military trial system and fully review the military trial law to counter the threat of Chinese infiltration and espionage activities. In addition, measures such as strengthening verification and management when Taiwanese people make identification cards related to China, strictly restricting Chinese people from visiting Taiwan with a background of “Unification Front” activities, and prohibiting Chinese people from engaging in “Unification Front” activities in Taiwan will be taken.
